The Builder that cannot recall how he was engaged for the $2million project for the expansion of the Hopetoun Tea Rooms est. 1892 ™
In order for Lexon Group Construction to prevent me and my husband from asking any questions – an Intervention Order was applied against us in December 2021. An attempt to silence me, but not deterred.
The ‘Key Players’
The ‘key players’ that have been instrumental in the loss of the original Hopetoun Tea Rooms est, 1892 ™ are as follows:
- The Block Arcade – the landlord
- Allard Shelton – the landlord’s Managing agent
- du Chateau Chun – Building Surveyor – for the expansion project Hopetoun Tea Rooms (2)
- Tisher Liner FC Law – law firm representing FineTea Pty Ltd t/as Hopetoun Tea Rooms est. 1892 ™
- SV Partners – Administrator / Liquidator appointed by FineTea Pty Ltd t/as Hopetoun Tea Rooms est. 1892 ™
- Sinisgalli Foster – law firm representing FineTea Pty Ltd t/as Hopetoun Tea Rooms est. 1892 1892 â„¢ during Administration / Liquidation
Who was the Lexon Group?
The builder that was authorised and allowed by the Block Arcade – to resume works, to access the Block Arcade Hopetoun Tea Rooms (2) project site.
FineTea Pty Ltd t/as Hopetoun Tea Rooms est. 1892 ™ has no signed contract with the builder and has never agreed to allow them to be the builder for the Hopetoun Tea Rooms (2) project.
Lexon Group – since 2016 – continues to respond to the question as to who gave him the job for the Hopetoun Tea Rooms (2) that he cannot recall.
So a $2million dollar renovation was provided to this building firm by an unknown source and Lexon Group cannot recall. How convenient.
Let’s look at some of the shenanigans Lexon Group got up to before the Hopetoun Tea Rooms (2) project, during and after.
16th February 2022
My husband appeared self represented to the Magistrate’s Court to contest the fanciful claims from Lexon.
The Magistrate’s court set the Directions hearing for the fanciful Intervention Order for the 26th April 2022.
My husband is looking forward to dealing with your lies in Court Lexon Group
23rd December 2021
- Lexon Group– issued my husband Kon Koutoumanos, with a Intervention Order
- The Intervention Order is as a result of my husband Mr. Kon Koutoumanos, asking 1 x question, to Lexon Group
- Lexon Group has refused to reply to the question.
- My husband, has never approached Lexon Group and/or his family and has no intentions in approaching his home and/or workplace.
- My husband & I, do not know where Lexon Group lives
- My husband & I, do not know any of the family members listed in the Intervention Order.
- As highlighted in the Intervention Order the Lexon Group has been advised by Mr. Grant Cohen
- Lexon Group – see you in court 16th February 2022

- The Builder Lexon Group, was asked by my husband 1 x Question
- Lexon Group refused to answer the question and instead threatened, intimidated and blackmailed my husband.
- Kon will not be intimidated, threatened and/or blackmailed
- You would not believe the response we received from Lexon Group ( Updates coming soon )
- Lexon Group then issued my husband with an Intervention Order
November 2021
- Lexon Group was contacted by my husband Kon Koutoumanos via email and SMS in relation to who appointed him to the Hopetoun Tea Rooms (2) project.
- Lexon Group refused to respond to the one question – “Who appointed you to the project of the Hopetoun Tea Rooms ?”
- Lexon Group maintains that he cannot recall.

October 2016
- 2 months after departing from the Hopetoun Tea Rooms (2) Block Arcade site, which was being inspected for the damages caused by his firm,
- Lexon Group was prosecuted and pleaded guilty for – breaching WorkSafe rules on a building site – see prosecutions.
- Lexon Group was quite creative in redacting and removing pages from a building report, which showed that there was asbestos on the building site.
- Lexon Group has to date refused to answer the question in relation to the “Who gave him the job at the Block Arcade for the building site – Hopetoun Tea Rooms (2)”

26th August 2016
- Lexon Group was in dispute on the building site at the Hopetoun Tea Rooms (2) with the Cool Room installers
- FineTea Pty Ltd t/as Hopetoun Tea Rooms – Kon Koutoumanos, was informed of the arguments by the Cool Room company whilst the heated dispute was occurring.
- FineTea Pty Ltd t/as Hopetoun Tea Rooms – Kon Koutoumanos, immediately attended the site, and intervened in the dispute, requesting that all trades cease work and explain the situation.
- Lexon Group, contractors refused to explain the situation to Kon Koutoumanos and requested that he depart.
- Kon Koutoumanos requested that all trades cease and the site would be inspected by an independent building inspector to report and validate the multiple issues of the non-compliance building works that was occurring onsite.
- Lexon departed on the 26th August 2016 – removing all of their property and tools and never returned
- Multiple building inspection reports were written for the building site. (Reports will be uploaded soon)
